Creating and managing your mooring site waiting list application

Boat owners wishing to apply for a mooring site at Rottnest Island can do so through the Mooring Licensing Portal. This page provides step-by-step guidance on how to submit a waiting list application, as well as how to view, update, or withdraw your application as needed.

Frequently Asked Questions

You can apply for a position on the waiting list for a mooring site licence using the Mooring Licensing Portal. Either log in or register a new account then follow the steps below:

  • From your account dashboard, select the ‘Applications’ dropdown arrow 
  • Select ‘New Application’ 
  • Select ‘I want to apply for a position on the waiting list for a mooring site licence’ 
  • Complete the fields in each of the application tabs: ‘Applicant’, ‘Vessel’ and ‘Mooring Bay’ 
  • Read the terms and conditions provided at the bottom of the application 
  • If you agree, select ‘I agree to the RIA terms and conditions’ 
  • Select ’Pay/Submit’

To update your vessel details in your waiting list application, log in to the Mooring Licensing Portal and follow the steps below: 

  • From your account dashboard, select the ‘Waiting List’ dropdown arrow 
  • Click the ‘+’ expander  
  • Select ‘Amend’  
  • Under the ‘Applicant’ tab, confirm you are present on the WA State Electoral Roll by selecting one of the options 
  • Select ‘Vessel’ tab 
  • Amend fields as required 
  • Read the RIA terms and conditions provided at the bottom of the application 
  • If you agree, select ‘I agree to the RIA terms and conditions’ 
  • Select ‘Submit’ 

To substitute the vessel you have registered to your waiting list application, log in to the Mooring Licensing Portal and follow the steps below: 

  • From your account dashboard, select the ‘Waiting List’ dropdown arrow 
  • Click the ‘+’ expander  
  • Select ‘Amend’ 
  • Under the ‘Applicant’ tab, confirm you are present on the WA State Electoral Roll by selecting one of the options 
  • Select the ‘Vessel’ tab 
  • Select the option to change to a different vessel 
  • Complete all fields  
  • Read the terms and conditions provided at the bottom of the application 
  • If you agree, select 'I agree to the RIA terms and conditions' 
  • Select button 'Pay/Submit'

To remove a vessel, you will be required to mark the vessel as sold. 

  • Visit the Mooring Licensing Portal.
  • From your account dashboard, select 'Options' on the top right of the screen
  • Select 'Manage Vessels'
  • Identify the vessel you wish to mark as sold
  • Select 'Record Sale'
  • Enter the date you sold your vessel
  • Select 'Save'
  • Return to account dashboard by selecting 'Home'

You have six months (186 days) from the date of transfer with the Department of Transport to add a suitable nominated vessel of 6.4 m or larger to your mooring site licence or mooring site licence waiting list application. This is known as the grace period and can be viewed on your account dashboard.

If you have not sold the vessel but wish for a vessel to be removed from your licence, the six-month grace period will apply from the date of removal. 

To view your grace period deadline, log in to the Mooring Licensing Portal and follow the steps below:

  • From your account dashboard, select the ‘Licences and Permits’ dropdown arrow 
  • Click the ‘+’ expander 
  • View the deadline under ‘Grace Period End Date’  

You need to renew your waiting list application annually via the online portal to ensure that all your details are current and correct.

There is no cost associated with renewing your waiting list application.

You will be offered a mooring site licence when you are the first applicant on the waiting list with a vessel suitable for the available mooring.

The mooring site licence offer will appear in the Mooring Licensing Portal on your account dashboard under ‘Applications’ and you will be notified by email.

 There are three steps to accepting a mooring site licence offer: 

  • Submit the mooring site licence application 
  • Upload the required documentation, and 
  • Complete payment

Further information on how to complete each of these tasks are outlined below. 

To submit your mooring site licence application following an offer, log in to the Mooring Licensing Portal and follow the steps below:

  • From your account dashboard, select the ‘Applications’ dropdown arrow 
  • Find the application type ‘Mooring Site Licence Application (new)’ with status ‘Draft’ 
  • Select ‘Continue’ 
  • Under the ‘Applicant’ tab, confirm you are present on the WA State Electoral Roll by selecting one of the options 
  • Under the ‘Insurance’ tab, select the correct insurance cover and attach a copy of the insurance documentation  
  • Read the terms and conditions provided at the bottom of the application 
  • If you agree, select ‘I agree to the RIA terms and conditions’ 
  • Select ‘Submit’ 
  • Select ‘Return to dashboard’ 

You now need to upload the required documents.

You will require: 

  • A copy of a mooring inspection report in your name issued by your mooring contractor 

  • Written proof confirming the exchange of ownership for the mooring apparatus between you and the previous licensee 

  • A signed mooring site licence agreement, which was provided to you by RIA at the time of offer 

  • Proof of identity, such as a copy of your driver’s licence or passport 

Once you have submitted your mooring site licence application: 

  • From your account dashboard, select the applications dropdown arrow 

  • Find the application type ‘Mooring Site Licence Application (new)’ with status ‘Awaiting Documents’ 

  • Select ‘Upload Documents’ 

  • Attach documents 

  • Select ‘Save’ and exit. 

  • If you have further documents to submit, you can return to do this at a later date Once all documents are attached, select ‘Submit’ 

When your application has been approved, your application status will change to ‘Awaiting Payment’ and you will be required to submit payment. 

Once you have submitted your mooring site licence application and your required documents within the Mooring Licensing Portal, you will be required to submit payment.  

  • From your account dashboard, select the ‘Applications’ dropdown arrow 
  • Find the application type ‘Mooring Site Licence Application (new)’ with a status of ‘Awaiting Payment’ 
  • Select ‘Pay’ 
  • Once paid, you can return to your dashboard 

Log in to the Mooring Licensing Portal and navigate to account dashboard, select the ‘Applications’ dropdown arrow. 

Find the relevant application to see the status and any required actions.
