Development process

When proposing a development on Rottnest Island, you don’t go through the normal local government development channels. The Rottnest Island Authority Act 1987 states that Rottnest Island Authority is responsible for control and management of the island. This means that, despite sitting within the City of Cockburn, the island itself doesn’t fall under the Planning and Development Act 2005 that governs broader Western Australia.

The Development and Improvements Policy and Development Planning Guidelines are designed to manage any matter related to planning or development on Rottnest Island, and supports the vision laid out in the Rottnest Island Management Plan 2023-28.
