This page provides guidance on how to manage your mooring site licence through the Mooring Licensing Portal. Learn how to update your vessel details and manage authorised users linked to your licence.

Frequently Asked Questions

To update your vessel details, log in to the Mooring Licensing Portal then follow the steps below:

  • From your account dashboard, select the ‘Licences and Permits’ dropdown arrow 

  • Click the ‘+’ expander of your mooring site licence 

  • Select ‘Amend’  

  • Under the ‘Applicant’ tab, confirm you are present on the WA State Electoral Roll by selecting one of the options 

  • Select ‘Vessel’ tab 

  • Amend fields as required 

  • Read the terms and conditions provided at the bottom of the application 

  • If you agree, select ‘I agree to the RIA terms and conditions’ 

  • Select ‘Submit’ 

Yes, you can have multiple vessels registered to your mooring site licence. 

You can add or substitute a vessel on your mooring site licence in the Mooring Licensing Portal

To add a vessel:   

  • From your account dashboard, select the ‘Licences and Permits’ dropdown arrow 

  • Click the ‘+’ expander of the permit/licence you wish to amend 

  • Select ‘Amend’ 

  • Under the ‘Applicant’ tab, confirm you are present on the WA State Electoral Roll by selecting one of the options 

  • Under the ‘Vessel’ tab, select the option to apply to add another vessel  

  • Complete all fields  

  • Under the ‘Insurance’ tab, select the correct insurance cover and attach a copy of the insurance documentation 

  • Read the terms and conditions provided at the bottom of the application 

  • If you agree, select ‘I agree to the RIA terms and conditions’ 

  • Select ‘Submit'

To substitute a vessel:

To substitute a vessel, you will be required to first remove a vessel before following the steps above.

To remove a vessel, you will be required to mark the vessel as sold. 

  • Visit the Mooring Licensing Portal.
  • From your account dashboard, select 'Options' on the top right of the screen
  • Select 'Manage Vessels'
  • Identify the vessel you wish to mark as sold
  • Select 'Record Sale'
  • Enter the date you sold your vessel
  • Select 'Save'
  • Return to account dashboard by selecting 'Home'

You have six months (186 days) from the date of transfer with the Department of Transport to add a suitable nominated vessel of 6.4 m or larger to your mooring site licence or mooring site licence waiting list application. This is known as the grace period and can be viewed on your account dashboard.

If you have not sold the vessel but wish for a vessel to be removed from your licence, the six-month grace period will apply from the date of removal. 

To view your grace period deadline, log in to the Mooring Licensing Portal and follow the steps below:

  • From your account dashboard, select the ‘Licences and Permits’ dropdown arrow 
  • Click the ‘+’ expander 
  • View the deadline under ‘Grace Period End Date’  

The authorised user permit holder will need to apply to add the mooring to their permit. To do so, they will require your mooring site licence number and your nominated account email address. 

Once they have submitted their application, a request will appear on your account dashboard under ‘Endorsements’ where you can approve or decline the request. 

Please email [email protected] for RIA to remove them on your behalf.

No, as per the Rottnest Island Regulations 1988 you cannot remove an authorised user that was allocated by RIA. 

To view the authorised users allocated to your mooring, log in to the Mooring Licensing Portal and follow the steps below:

  • From your account dashboard, select ‘Licences and Permits’ dropdown arrow 
  • Click the ‘+’ expander 
  • View the ‘List of Authorised Users’ document
